Sixteen years after the revolution that freed Romania from Communist rule, a television station in Bucharest plans on marking the anniversary of the political upheaval with a special program. As an alcoholic history teacher and a lonely retiree participate in the show, they are forced to field questions from viewers who don't believe that any significant change ever occurred in their country.
