A lawyer (Jackie Chan) and his two pals (Sammo Hung, Biao Yuen) are out to help a chemical plant silence a local fishery that's making a stink over water pollution. But the boys must choose whose side they're really on when they discover that the chemical company's head honcho (Wah Yuen) is actually a ruthless drug kingpin.
