In the fall of 1970, after political kidnappings by Quebec separationists, Pierre Trudeau made the first-ever peacetime invocation of the War Measures Act--and accordingly, police made arrests of over 450 civilians. Working from interviews by five of those individuals, writer/director Michel Brault rendered a provocative consideration of the tension between national security and civil liberties.
