Riot in Juvenile Prison

After the deaths of two teenage inmates at a male juvenile detention center, the new warden has a controversial idea of how to control the unruly young delinquents: turn the facility into a co-ed prison. But the new arrangement (predictably) brings with it a whole new set of problems as the rising sexual tensions could lead to even more violence.
