On the grimy streets of New York City, Det. Fritz Langley (Robbie Coltrane) has his hands full trying to track down a serial killer who, like a maniacal modern-day Pied Piper, uses the soothing sounds of his saxophone to attract the attention of unsuspecting citizens before brutally murdering them.
