When police gun down a frightened teenage boy during a robbery, they learn that he needed money to pay off debts to a local gambling ring. This causes a newspaper reporter to launch an investigation into the prominent man (Frank Lovejoy) running the operation. However, when Congress gets involved, Lovejoy finds himself caught between trying to cooperate with authorities and the crime syndicate that wants to protect its interests in this tense drama.
