Lightning Bill Carson (Tim McCoy) knew that the grasping rancher Jim Burrows (Forrest Taylor) had dry-gulched his friend, but he had no proof. He opted to get it by disguising himself as a masked desperado called "the Phantom"--and rode roughshod over Burrows' schemes to intimidate his neighbors.
